The benchmarks in this Guideline can be used to calculate capital costs for a hospital project based upon the service plan throughput data.
The process for calculating the capital cost of a Functional Unit is set out below and a worked example provided in Figure: Hospital Capital Planning Process—Worked Example.
Steps
- Identify the applicable Role Delineation Level from Role Delineation Victorian Public Hospitals.
- Identify the Functional Unit Code applicable from Planning / Functional Units.
- Identify the Service Plan Throughput data required for that Functional Unit from Service Planning Data Input
- Identify the Functional Benchmark for the FU for the applicable Role Delineation Level from Functional Benchmarks.
- Identify the Area Benchmark for the FU for the applicable Role Delineation Level from Area Benchmarks.
- Identify the Building Cost Benchmark for the FU for the applicable Role Delineation Level from Cost Benchmarks, Table: Building Cost Rates.
- Identify the FF&E Cost Benchmark for the FU for the applicable Role Delineation Level from Cost Benchmarks, Table: Furniture, Fitout and Equipment Rates.
- Identify the relevant on-costs applicable to the project costs from Cost Benchmarks, Table: Project Specific On-Costs.
- Divide the Service Plan Throughput by the Functional BM to establish the number of units (eg beds, operating Theatres) required to deliver those services.
- Multiply the number of units required to deliver services by the Area BM to determine the Gross Departmental Area (GDA) for the Functional Unit.
- Multiply the GDA for the FU by the Building Cost BM to determine the building only cost.
- Multiply the GDA for the FU by the FF&E Cost BM to determine the FF&E cost.
- Calculate the relevant on-costs and allowances for the project.
- Sum all costs (Total Construction Cost, Total FF&E Cost and On costs) to calculate the Gross Departmental Cost.
