Tender, Evaluate, Award

• Tender advertisement

• Tender advertised.
• Evaluation panel established.
• Preferred contractor identified and engaged.

• Any changes to endorsed scope / TEI / timeframes to be signed off by Service Division.
• Relevant delegate authorisation to engage construction contractor.
• Relevant delegate to sign contract/commit funds.

Gate 4 Gateway Review - Tender Decision: CMB Responsibility

Implementation Phase

• Construction

• Commissioning

• CMB provides ERC quarterly reports on delivery against time, costs.
• CMB monitor delivery against time, costs and quality.
• CMB overviews construction commissioning.
• Service Division overviews operational commissioning.

• CMB sign off quarterly reporting.
• Any changes to endorsed scope/TEI/timeframes to be signed off by Division.

Gate 5 Gateway Review - Readiness for Service: CMB Responsibility

Operation Phase

• Asset management
• Post occupancy evaluation

• Agency responsible for service delivery and asset maintenance.
• Service Division monitors service delivery and financial sustainability.
• CMB monitor defects liability.
• POE determines the value for money delivered from investment.
• CMB & Service Division review POE findings.
