Gateway Review 6: Benefits Evaluation focuses on ensuring that the project delivers the benefits and value for money identified in the business case and benefits plans. For long-term projects there should be a Gateway 6 review every two to three years in accordance with the project plan schedule.
Purpose
- Assess whether the business case justification for the project at Gateway 4 was realistic
- Assess whether the anticipated benefits are being delivered at this stage
- Confirm that the responsible government department or client side continue to have the necessary resources to successfully manage the contract
- Confirm continuity of key personnel involved in contract management/’intelligent customer’ roles
- Assess the ongoing requirement for the contract to meet the business need.
- Where changes have been agreed, ensure they do not compromise the original document
- Assess the contract management procedures to date
- Ensure there is ongoing contract development to improve value for money
- Confirm that there are plans to manage the contract to its conclusion
- Assess ‘lessons leaned’ and methodology for sharing within government
- Confirm the validity of the exit strategy and arrangements for tendering, where this applies.

The following information, where applicable should be available before this review starts:
- An updated business case that reflects actual operating conditions, baselined against the business case in Gateway Review 5
- Report on the findings from post-implementation review
- An assessment of the benefits delivered to date and expectations for the future
- A summary of contract changes since Gateway Review 5
- Plans for contract and service improvement
- Resources, skills appraisals and personnel plans to continue managing the contract
- Reports on stakeholder issues
- Plans for disposal of any assets a the end of the contract
- Occupational health and safety guidelines
- Contract management reports
- Project records regarding change and dispute management.
