Capital Development Guidelines

Once endorsed by the Project Control Group, the Functional Brief is to be submitted for evaluation and approval by the Department. Formal notification of the Department approval is provided by the Regional Director.

Approval of the Functional Brief is to be obtained prior to commencing a Feasibility Study.

During the course of the Feasibility Study the Functional Brief should be confirmed as the fundamental basis for the ongoing development of the project to ensure it:

• Remains appropriate for the objectives to be achieved
• Reflects the latest trends and Government policies
• Results the most effective and cost efficient project outcome.
