An independent Environmentally Sustainable Design (ESD) consultant is required for projects over $20 million.
For projects of lesser capital value or with the approval of the client, ESD services may be provided by the Architect and Engineering Consultants.
The conditions and engagement brief under which an ESD consultant is required is outlined in Brief for Consultancy Works for Environmentally Sustainable Design. Further information is also contained in the CMB generic consultancy brief.
Where an independent ESD consultant is not required the ESD services as contained in the Brief for Consultancy Works for Environmentally Sustainable Design shall be performed by the consultancy team.
Key ESD Functions – The Engineering consultants shall:

Identify Building, Mechanical and Electrical systems and solutions to maximise ESD options and long term benefits to agency.

Prepare cost estimates for major plant and reticulation systems in terms of capital costs, life cycle costs and energy and recurrent costs and assess options against value for money.

Prepare benchmarks for evaluation against comparable projects.
Key ESD Functions – The ESD consultants shall:

In consultation with the project team, client and building users, define the environmental and social objectives of the project, and the roles and responsibilities of stakeholders in achieving them.

Have key responsibility for integrating and incorporating ESD principles and outcomes across all disciplines

Provide independent assessment of ESD energy modelling as provided by Engineering Services consultants

Advise consultant team of options and assist in identification of ESD options and new technology.

Construct a model to simulate building annual energy use, to evaluate various ‘what if’ scenarios, and to verify the proposed design scheme achieves energy design targets. The simulation model shall use hourly climate data and be capable of providing hourly reporting of the building operation and equipment loads.

Determine the annual energy consumption of the proposed design scheme. The relationship between the different project teams is illustrated below.
