Design Targets |
Construction Targets |
| Energy Conservation |
A reduction of 15% on 1999/2000 figure (in line with energy efficient government buildings policy) Lighting densities in offices/labs <14W/m2, corridors/storerooms <5W/m2 Toilets/stairways <5W/m2 |
Record of total energy consumption at site for electricity, natural gas, LPG, diesel and any other significant fuel sources shall be maintained. Detailed, efficient and effective maintenance, monitoring & reporting systems to quantify and demonstrate ESD achievements. |
| Building Materials Conservation & Selection | A life expectancy of at least 80 years. Zero CFC and HCFC usage Window Transmission <6W/m2K, Wall insulation >R1.5m2K/W, Roof insulation >R3.0m2K/W, Floor insulation >1.0m2K/W.Power Factor > 0.85 at Peak load and > 0.8 at other times |
At least 20% of building materials to be used are to be recycled and 15% reused from existing building (percentage calculated based on cost) |
| Water Conservation | Use at least 50% of grey water in operation for irrigation, toilets and other needs (grey water is non-sewage water which has previously been used at least once from mains or other supply source). At least 80% of irrigation water to be sourced from grey or rain water. | 10% reduction in construction related consumption of supplied water (mains or other) in comparison with conventional building practice. Species requiring watering shall not exceed 24 kL/m² / yr. Use at least 60% indigenous flora in all landscaping |
| Waste Minimisation | Appropriate provision to be made to ensure waste can be separated into reusable, recyclable, compostable and landfill materials. Although health care facilities have issues with hazardous waste, efforts shall be made to reduce landfill. |
At least 90% by weight of any demolition materials is to be re-used or recycled. At least 95% of construction waste generated on projects in metropolitan areas. For all other areas at least 70% to be diverted. |
| Minimisation of Fossil Fuel Usage associated with Transport | Distance to public transport shall be no greater than 300m for urban sites and 500m for sites in regional centres. Provision of showering and bicycle storage facilities to meet Bicycle Planning Provision guidelines. Tele-conferencing and video conferencing facilities shall be included in design for all facilities with greater than 20 staff |
The average distance between materials source and building site shall be less than 200kmTransport-related greenhouse gas emissions shall be reduced by at least 10% in line with the Victorian Greenhouse Strategy |
Enhancement Of Indoor Environmental Quality |
90% of NLA to have daylight factor not less than 2% on working planes in office areas. At least 60% of the workplace shall have individual lighting control. Mixed hybrid systems shall provide air conditioning systems and natural ventilation. Operable windows to >75% of floor area in office areas and in areas where appropriate. > 90% of NLA to have direct line of sight to glazing to outside. Specify materials that contain low to zero levels of volatile organic compounds and are chemically inert. Infection control of airborne contaminates shall apply to air conditioning and vacuum cleaner filtrations |
Staff to be trained in using lighting and air conditioning control systems. Acoustic rating minimum STC 41.Ventilation effectiveness meets GreenStar requirements. Internal noise levels meets GreenStar requirements. PMV levels from –0.5 to 0.5 for >98% of occupied hours |
| Appropriate Landscaping | Design landscaping to contain at least 60% indigenous flora. Landscaping to contribute to passive building operation (eg cooling loads reduced through shading) |
Reuse of rock & topsoil from excavation works, including for resurfacing of landscape. Maximise the use of recycled green organics in additional required composts, soil conditioners & mulches if no more than 5% more expensive than traditional |
| Preserve Natural Features of Site | Sites where over 50% of area exists as public space or open land prior to project must have an equivalent area returned to its natural state. At least 60% of all landscaping is to consist of native species.>60% of PVC replaced with alternatives |
Provision of a construction environmental management plan with Key Performance Indicators. 75% of concrete used contains >30% recycled aggregate & >60% cement replaced with industrial waste product 90% by mass of steel has post-consumer recycled content >50%>90% of timber comes from a recycled or sustainable source |
| Enhance Community Life | Target improving communities through increased awareness, and environmental friendly operational practices |
